Rovers will be “pressing ahead” with their plans to introduce safe standing at Ewood Park for the 2025/26 campaign.
The club has been consulting with several groups including the Supporter Trust and Sports Grounds Safety Authority.
The first phase will see barriers erected in a section of the Blackburn End lower tier, with 406 seats affected.
Further areas will be allocated “in due course” and the club will contact any season ticket holders whose seats will be impacted.
A statement said: “Rovers are pleased to announce that the club will be pressing ahead with plans to introduce a safe standing section at Ewood Park ahead of the 2025-26 season.
“Following consultation and feedback from the Sports Grounds Safety Authority (SGSA), the Fans Forum, We Are The Rovers and a supporter survey, an area in the lower tier of the Blackburn End has been identified for independent barriers.
“An initial 406 seats in an area of N01 would be impacted during the first phase of the project, which is set to be rolled out over the summer months, in time for the start of next season.
“Further areas will be allocated in due course, which may affect similar seats in N05 and across the back three rows of the Blackburn End over the course of the 2025-26 season.
“Should this be the case, the club will provide notice to fans as early as possible and any planned works will be carried out in between matches to ensure there is no inconvenience to supporters during this time.
“As per regulatory obligation, barriers will also be erected across 250 seats in the Darwen End for use by away supporters, with the exact location yet to be confirmed.
“Season Ticket holders who are impacted by the planned safe standing introduction will be contacted directly by the club in due course.”
